^Thats exactly what they are... They are called Vendance, but, small sardines are close enough... You just throw some bread crumbs on, and throw them in a pan with oil, thats it... Then you heat them, fins, skin, and all... Its WAY too crazy for me, but my mom loves them... Point was, they are better used as bait, NOT sushi...

Sounds like smelt that we use to get in MN. Smelt are a little bigger though, about 4" to 6" long. And they are really good eats.
