Riverrat: If the parents had to they can afford lunch for their kids. We never had free lunch when I was growing up. They may have to cut back on their alcohol and drugs or buy cheaper lunches for themselves. Or maybe not get another tattoo in order to pay for the kids lunch. It's normally not being able to afford it but where are their priorities. A lot of schools now are also serving free breakfast. We always ate breakfast before going to school.
