ITM, the upper wheelhouse is for when they are pushing a barge, especially an empty barge that's riding high in the water and difficult to see over otherwise.

But why would he be packing fudge on a tugboat? Wouldn't it be better to do that in the kitchen where he makes the fudge or the candy factory? Carrying all the wax paper, boxes and fudge to the tower of the tugboat just doesn't make sense.
