They live where they live because of drugs and mental issues. If you offer them a free place to stay with meals they’ll pass on that and stay on the streets where there are no rules .

HechoAmano: My belief as well. Read several interviews with homeless people over the years and they all said the same thing. If they are given a place to live, but no drugs, get a job, etc. requirements, they won't take it because "I don't let anybody tell me what to do".
